Joint procurement

At the end of 2023, Hansel had 74 framework agreements, 52 dynamic purchasing systems and 28 small-scale procurement services (at the end of 2022, 73 framework agreements, 47 dynamic purchasing systems and 26 small-scale procurement services). There were 1,007 contractual suppliers at the end of the year (981 at the end of 2022).

Distribution services of Microsoft access rights were Hansel’s largest joint procurement entity in 2023: the procurements totalled €178 million (€159 million in 2022). IT consulting was the second largest, at €150 million (€106 million in 2022), and electricity the third largest, at €110 million (€102 million in 2022).

Measured in euros, the largest government customers were the Finnish Defence Forces, Government ICT Centre Valtori and Senate Group. The largest municipal customers were Istekki Oy, DigiHelsinki Oy and the city of Vantaa. Of university customers, Aalto University, Tampere Universities and the University of Helsinki used Hansel’s contracts most. Of wellbeing services counties, the counties of Central Finland, North Ostrobothnia and Lapland used Hansel’s contracts most.

Government electricity procurement is handled centrally through Hansel’s framework agreement and involves derivatives that hedge against changes in electricity prices in accordance with the government’s electricity hedging strategy. Hansel is responsible for the management of this portfolio and is the counterparty to the derivative agreements on behalf of its customers. For Hansel, electricity derivatives trading is a pass-through item, and all the related expenses and income are charged for in full from Hansel’s portfolio customers (see Note 5.2).

Tendering services

The total value of tendering services sales in 2023 was €2.6 million (€2.4 million in 2022). There were 205 chargeable tendering projects in 2023 (204 in 2022). The preparation of the most broad customer-specific tendering projects is typically spread across several years. The average customer satisfaction score for project-specific tendering services was 4.66 in 2023 (4.70 in the previous year).

Tendering services were provided especially for digitalisation projects, various device purchases and services of different industries. In 2023, impact targets were set with customers in 65 tendering projects, and a final assessment of the impact was performed in 45 projects. The targets concerning the impact of tendering projects are typically set for improving quality.

Procurement development services

The value of procurement development services was €517,000 (€397,000 in 2022). Most of the development assignments involved control and organisation of procurement, analyses of key indicators and current status, planning, contractual management, development of supplier cooperation and responsibility. The customer satisfaction score for procurement development services was 4.60 (4.55 in the previous year).

The unit was also actively involved in the operations of the Competence Centre for Sustainable and Innovative Public Procurement (KEINO). In 2023, related income amounting to €247,000 was recorded in Hansel’s other business profit (€281,000 in 2022).
